사실, 근대도시 가운데 서울만큼 극적인 변화를 겪은 도시는 없습니다. 전쟁의 폐허만 남았던 도시가 이제 뉴욕에 버금갈 비참함과 화려함이 공존하는 거대 자본주의 메트로폴리스로 변모했으니까요.

아직 이주에 관하여

어느 순간 멈추어질 듯 했던 성장과 개발이 다시 달리기 시작했다. ‘멈추어질 듯하다’고 생각했던 것은 ‘멈추어 줬으면’ 했던 바람이었을지도 모른다. 수많은 뉴타운들과 아파트들이 우리를 기다리고 있다. 80, 90년대의 개발을 맞이했던 경험은 더 이상 개발에 대해 무감각해지기 이르렀다. 서울외곽에서도 여지없이 여러 개발이 계획되고 있다. 그 계획의 공간들에 대부분 이주민들이 거주하는 동네들이 포함되어 있다. 부천의 강남시장 일대와 동대문 창신동, 가리봉동, 마석 가구단지에 이르기까지 아마도 가까운 미래에 더 많은 곳이 포함될 것이다.

이주민들이 거주하는 동네는 대부분 낙후된 곳, 개발이 덜 된 곳들이다. 특히 마석은 이주민이 거주하기 이전부터 외부로부터 고립된 특수한 공간이었다. 마석 가구단지는 60년대 한센인들의 정착지였고, 이후 한국의 산업변화와 같이 하며 가구공단으로 변모해 온 곳이다. 열악한 환경의 중소기업들과 미등록이주노동자들의 상호보완적인 관계와 함께 역사적으로 고립적인 위치에 있었던 마석가구단지는 일종의 ‘한국사회’의 ‘외부’로서 존재하는 것이다. 그러나 개발의 독주는 이제 마석과 같은 변두리, 슬럼, 게토화 된 공간을 그냥 내버려두지 않는다.1) 기억에서조차 지우고 싶은 이 공간은 그것을 고민하기도 전에 없어지게 되는 것이다. 마석가구단지라는 고립된 한국의 ‘외부’는 개발과 동시에 ‘내부’로 진입하게 될 것이다.

이주민들은 개발과 단속이라는 두 개의 압력 안에서 우리가 겪었던 하위를 대체하고 있다. 우리에게 자각조차 없는 개발에 물러나야 하는 대상이 이주민으로 바뀌고 있는 것이다. 개발이 미래진행형인 압력이라면, 단속은 현재진행형인 압력이다. 2008년 11월에 있었던 단속2)은 마석가구단지 뿐만 아니라 한국에 있는 모든 이주민들에게도 큰 사건이었다.
이제 숨어 있을 곳도 남아 있는 곳도 없다.

우리가 관심을 가졌던 것은 누가 어디로 왜 갔는가에서 시작 되었다. 그 아주 사적이고 시시콜콜한 이유들을 쫓아서 다시 서울에서 마석으로 온다. 우리는 개발 이후에 어디로 갈 것인가도 물어본다. 그들에게 개발 이후의 이주를 물었을 때 생각할 수도 상상할 수도 없다고 했다. 마석에 거주하는 이주민들에게 마석 가구단지는 또 다른 의미의 한국의 ‘외부’로 인식 되고 있다. 그들에게 마석가구단지는 ‘다른 나라’, ‘다른 세계’, ‘고향’ 같은 유보의 공간인 것이다.

And, yet about Migration

From some ago, talks on growth and development that seemed to have disappeared for a while started rearing their heads again. Perhaps, their momentary disappearance was not really real but just my own wish. Countless ‘new towns’ and new buildings are waiting for us. We have gone through a major development era in the 80s through 90s, and now we are almost numb to it. In the peripheries of Seoul, so many redevelopments are being planned. Now, included in many of these peripheries are the neiborhoods of migrants. From the Gangnam Market of Bucheon, Changshin-dong of Dongdaemoon, and Garibongdong to the Maseok Furniture Complex. Many more places will be added to this list in the near future.

The neighborhoods where many migrants live usually are underdeveloped places. For example, even before it started getting populated by migrants, Maseok had been a uniquely isolated place. In the 60s, the place, where the Maseok Furniture Complex is now located, used to be lived by people with Hansen’s diseases. Afterwards, the place transformed itself into an industrial complex.

Lived by small businesses and undocumented migrant workers and historically isolated from the mainstream, the Maseok Furniture Complex has been existing as some sort of ‘exterior’ to the Korean society.

However, the march of redevelopment now does not excuse peripheries, slums, and ghettos like Maseok. This place that is refused in one’s memory will disappear even before the memory ever reappears. This exterior of Korean society will join the interior with its redevelopment.

Migrants are now replacing the role we used to have under the double pressures of redevelopment and crackdowns. Now, they are the ones who have to evict from their places under the tyranny of redevelopment. If redevelopment is a pressure of the future tense, crackdown is the one in the present progressive form. The crackdown occurred in November 2008 meant a big event not only to the ones living in Maseok but also to the whole migrant community in Korea. Now, there is no place to hide and no place to remain.

Our project started with questions such as who went, and where and why they went. Following such a private and trivial questions, we left Seoul and headed for Maseok. We also asked where migrants would go after the redevelopment. They say it is unimaginable to migrate to another place. For them, the Maseok Furniture Complex means another kind of ‘exterior’ of Korea. It is a place of reservation that reminds one of ‘other country,’ ‘other world,’ or ‘hometown.’

2)On November 12, 2008, an unprecedented mass crackdown on undocumented migrants occurred in Maseok. In this occasion, so many vehicles belonging to the Immigration including a coach, two police buses, and seven vans were brought. Only within a few hours, the Immigration employees, whose number was more than one hundred, arrested more than one hundred undocumented migrants.
